If you use Notepad++ you get this functionality built in and they can edit locally while transparently tying into the remote filesystem via SFTP. If this was a Windows web server would you be installed RDS / TS to allow people to edit text files? Not likely. No need to be working on the server at all. The common workflow for this, though is either to just work via the terminal OR to use SFTP (Filezilla, FTP Voyager, WinSCP) and just copy the files locally, edit in Windows, and copy back. You can replace X with tools like 2X, NX or xrdp as needed if you want. Make sure that you turn on SSH compression before doing this. You don't have to pass back the desktop, only the programs in question to make it faster. Why someone would do this for this use case, though, I can't imagine.

The normal way to handle the need for a graphical interface is X or, for remote users, X over SSH as was mentioned above. It's screaming fast, uses no resources, is super flexible. This is how nearly all pro web developers work AFAIK. SSH via PuTTY is perfect for web developers.
